RM164.01 juta untuk pembangunan modal insan dalam RMK13 (Dwibahasa)

KOTA KINABALU: Ketua Menteri Datuk Seri Panglima Haji Hajiji Haji Noor berkata Kerajaan Negeri telah memperuntukkan RM164.01 juta untuk program pembangunan modal insan di Sabah di bawah Rancangan Malaysia Ke-13 (RMK13).
“Pembangunan modal insan tetap diutamakan menjadi sebahagian daripada program pembangunan anak-anak watan negeri ini ke arah mencapai kemajuan dan kecemerlangan.
“Bidang kemahiran dan pembangunan belia akan diperkasa melalui peluasan biasiswa dan bantuan pendidikan,” katanya di majlis perasmian Program Latihan Guru-Guru untuk Pertandingan Robotik SMJ di SJKC Lok Yuk hari ini.
Teks ucapan beliau disampaikan oleh Menteri Pendidikan, Sains, Teknologi dan Inovasi Datuk James Ratib.
Ketua Menteri berkata antara bidang yang diutamakan ialah pemerkasaan Pendidikan dan Latihan Teknikal dan Vokasional (TVET), pengukuhan Sains, Teknologi, Kejuruteraan dan Matematik (STEM), latihan pertanian dan teknologi digital dengan penumpuan terhadap literasi kecerdasan buatan (AI).
Hajiji berkata kerajaan negeri sentiasa menyokong usaha yang membuka peluang pendidikan berkualiti secara lebih meluas dan inklusif, terutamanya yang mengangkat STEM dan inovasi sebagai budaya pembelajaran di sekolah.
“Kita mahu memastikan program seperti ini berjalan dengan teratur dan kemas, melalui kerjasama rapat antara pihak pendidikan, sekolah, komuniti dan rakan strategik, supaya para guru mendapat sokongan yang sewajarnya dan murid dapat menikmati pengalaman pembelajaran yang bermakna,” katanya.
Dalam konteks ini, beliau berkata latihan guru-guru hari ini adalah signifikan kerana murid akan lebih bersedia untuk memahami teknologi, membina keyakinan, dan menghasilkan inovasi yang berguna apabila guru mereka diperkasa dengan kemahiran dan alat yang betul.
“Program ini tidak sekadar memperkenalkan robotik sebagai aktiviti tambahan, tetapi ia juga dengan pendekatan yang lebih tersusun melalui model pelaksanaan di sekolah.
“Ini termasuk keperluan infrastruktur minimum, penggunaan kit robotik, platform pembelajaran, serta latihan guru secara Train-the-Trainer untuk memastikan pelaksanaan benar-benar berkesan,” katanya.
Hajiji berkata penggunaan kit robotik LEANBOT sebagai alat pembelajaran utama dan menyokong integrasi latihan secara fizikal serta simulasi melalui Digital Twin, di samping penggunaan aksesori latihan seperti Field Track/Field Model untuk aktiviti ujian dan cabaran robotik di dalam kelas adalah pendekatan “hands-on” yang penting.
“Ia membantu murid belajar melalui pengalaman membina, menguji, membuat penambahbaikan, dan akhirnya memahami konsep secara lebih mendalam, bukan sekadar menghafal teori,” katanya.

KOTA KINABALU: Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said the State Government has allocated RM164.01 million for human capital development programmes in Sabah under the 13th Malaysia Plan (RMK13).
“Human capital development remains a priority as part of programmes to develop our youth towards achieving progress and excellence.
“The fields of skills development and youth empowerment will be strengthened through the expansion of scholarships and education assistance,” he said at the opening of the Teachers’ Training Programme for the SMJ Robotics Competition at SJKC Lok Yuk today.

The Chief Minister said among the priority areas are the empowerment of Technical and Vocational Education and Training (TVET), the strengthening of Science, Technology, Engineering and Mathematics (STEM), agricultural training and digital technology, with a focus on artificial intelligence (AI) literacy.
Hajiji said the state government continuously supports efforts to expand access to quality education in a broader, more inclusive manner, particularly initiatives that elevate STEM and innovation as a learning culture in schools.
“We want to ensure programmes like this are implemented in an orderly and systematic manner through close collaboration among education authorities, schools, communities and strategic partners, so that teachers receive the necessary support and students can enjoy meaningful learning experiences,” he said.
In this context, he said the teachers’ training programme is significant because students will be better prepared to understand technology, build confidence and produce useful innovations when their teachers are empowered with the right skills and tools.
“This programme does not merely introduce robotics as an additional activity, but adopts a more structured approach through an implementation model in schools.
“This includes minimum infrastructure requirements, the use of robotics kits, learning platforms, as well as Train-the-Trainer teacher training to ensure effective implementation,” he said.
Hajiji said the use of the LEANBOT, a robotic learning toolkit as the main learning tool, supporting the integration of physical training and simulation through Digital Twin, along with training accessories such as Field Track/Field Model for testing activities and robotics challenges in the classroom, represents an important hands-on approach.
“It helps students learn through the experience of building, testing, making improvements and ultimately understanding concepts more deeply, rather than merely memorising theory,” he said.
