Jawatankuasa baharu ditubuhkan bagi menilai projek kerjasama awam-swasta dan konsesi Negeri (Dwibahasa)

KOTA KINABALU: Kabinet Negeri hari ini meluluskan penubuhan Jawatankuasa Kerjasama Awam-Swasta dan Pengurusan Projek Konsesi Negeri.
Ketua Menteri Datuk Seri Panglima Haji Hajiji Haji Noor berkata, jawatankuasa baharu itu akan menggantikan Jawatankuasa Penswastaan Negeri yang ditubuhkan pada tahun 1991.
“Jawatankuasa baharu ini akan menilai tiga kategori projek berbanding jawatankuasa sebelum ini yang hanya menilai projek dari perspektif penswastaan,” katanya.
Beliau berkata, sebarang cadangan projek kerjasama awam-swasta kini akan dimulakan oleh kementerian berkaitan dan dirujuk kepada jawatankuasa teknikal di bawah jawatankuasa baharu itu yang dipengerusikan oleh Unit Perancang Ekonomi Negeri.
Setelah sesuatu projek didapati berdaya maju, ia akan dibawa ke Jawatankuasa Induk yang dipengerusikan oleh Setiausaha Negeri untuk penelitian lanjut sebelum dibentangkan kepada Kabinet bagi kelulusan muktamad.
Ini bagi memastikan, antara lain, ketepatan skop projek yang melibatkan Kerajaan Negeri dan sektor swasta seperti konsesi air dan jalan raya atau projek perumahan, katanya.
“Semua usaha sama yang melibatkan Kerajaan Negeri kini perlu melalui proses penilaian jawatankuasa ini,” katanya.
Mempengerusikan mesyuarat pasca-Kabinet pertama Jabatan Ketua Menteri selepas pembentukan kerajaan baharu di Menara Kinabalu dekat sini hari ini, Ketua Menteri berkata Kabinet Negeri turut meluluskan kriteria tambahan serta penambahbaikan kepada inisiatif Rumah Mesra SMJ bagi tahun ini.
Beliau berkata, kos bagi satu unit Rumah SMJ bertiang telah dinaikkan kepada RM95,000, manakala kos Rumah SMJ tidak bertiang kini berjumlah RM85,000 seunit.
Kenaikan tersebut adalah bagi menampung kos tambahan seperti pengangkutan bahan binaan, penambakan tanah di tapak rumah serta pemasangan tiang elektrik dan paip air.
Hajiji turut mengumumkan bahawa Pelan Pembangunan Hala Tuju Sabah Maju Jaya (SMJ) 2.0 (2026–2030) akan dilancarkan pada 30 Januari sempena Majlis Amanat Ketua Menteri kepada pejawat awam negeri, warga syarikat berkaitan kerajaan serta badan berkanun.
Lebih 7,000 pejawat awam dijangka menghadiri majlis berkenaan.

KOTA KINABALU: The State Cabinet today endorsed the set up of the State Public-Private Partnership and Concession Project Management Committee.
Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said the new committee would replace the State Privatisation Committee formed in 1991.
“The new committee would look at three categories of projects compared to the previous committee, which only assessed projects from the privatisation perspective,” he said.
Now, he said any public-private project proposal would be initiated by the respective ministries and referred to the new committee’s technical committee chaired by the State Economic Planning Unit.
Once the project is deemed viable, it would be brought to the Main Committee chaired by the State Secretary, for further scrutiny before being tabled for final approval by the Cabinet.
This is to ensure, among others, the accuracy of the project scope involving the State Government and the private sector, such as water and road concession or housing projects, he said.
"All joint ventures involving the State must now undergo this committee's review process," he said.
Chairing the first Chief Minister’s Department post-cabinet meeting after the formation of the new government at Menara Kinabalu near here today, the Chief Minister said the State Cabinet has also approved additional criteria and improvements to the Rumah Mesra SMJ initiative this year.
He said the cost for one unit of the SMJ house with pillars has been raised to RM95,000, and the cost for the SMJ house without pillars is now RM85,000 per unit.
The increase was to cater for additional costs such as building material transportation, land reclamation at the house site and installation of electric poles and water pipes.
Hajiji also announced that the Hala Tuju Sabah Maju Jaya (SMJ) 2.0 (2026-2030) Development Plan would be launched on Jan 30 in conjunction with the Chief Minister’s Keynote Address ceremony to the State Public Service, Government-Linked Companies, and Statutory Bodies personnel.
More than 7,000 personnel are expected to attend the event.
