KOTA KINABALU: Ketua Menteri Datuk Seri Panglima Hajiji Haji Haji Noor berkata sokongan padu dan komitmen para penjawat awam telah menjayakan pelan pembangunan Hala Tuju Sabah Maju Jaya 1.0 dalam tempoh lima tahun beliau memimpin Kerajaan Negeri Sabah.
“Selama lima tahun saya menakhoda Kerajaan Negeri dengan sokongan dan dukungan para penjawat awam Negeri dan Persekutuan, ianya merupakan satu pengalaman yang luarbiasa tetapi amat bermakna kepada saya.
“Kalau sebelum ini saya hanya menakhoda sebuah Kementerian, tetapi sejak lima tahun lalu saya menakhoda sebuah Kerajaan. It was a very-very interesting experience which I will cherish forever,” kata beliau pada Konvensyen Penjawat Awam Sabah di Pusat Konvensyen Antarabangsa Sabah (SICC) hari ini.
Menurutnya, perkhidmatan awam Negeri dan Persekutuan di Sabah, secara amnya berjalan dan berfungsi dengan baik walau pun adakalanya berhadapan dengan pelbagai cabaran, tekanan dan ketidaktentuan.
“Lebih-lebih lagi di Sabah ini yang pernah berhadapan dengan ketidakstabilan politik, disamping ancaman pandemik dan cabaran-cabaran lain yang diluar kawalan kita seperti ketidaktentuan ekonomi dunia dan perubahan iklim atau cuaca yang boleh mempengaruhi prestasi, peranan dan kehidupan kita seharian,” katanya.
“Semoga asas-asas kukuh berdasarkan Hala Tuju SMJ 1.0 yang telah kita pacak dan kian mengukuh ini, dapat kita lanjutkan bagi mencipta kejayaan lebih cemerlang dalam Hala Tuju SMJ 2.0 yang sentiasa menanti untuk dilaksanakan,” katanya.
Dalam tempoh lima tahun sebagai Ketua Menteri, Hajiji juga telah meninjau dan melawat kesemua Kementerian yang juga meliputi kesemua jabatan dan agensi di bawah kementerian-kementerian berkenaan.
“Maklum balas dan aduan yang sampai kepada saya tidak semestinya positif. Tentu ada ada Wakil Rakyat, ada PPM dan Ketua-ketua Kampung, malah pimpinan peringkat akar umbi, yang selalu menyampaikan laporan.
“Sebab itu saya katakan, sepanjang lima tahun lalu, ada perkara-perkara yang saya cukup berpuas hati, dan ada juga yang mengecewakan. Tetapi biasalah, sebagai seorang Ketua, we always expect the best from our subordinates,” katanya.
Sementara itu, beliau berkata penganjuran konvensyen berskala besar sempena Hari Kualiti Sedunia ini, yang melibatkan anggota perkhidmatan awam Negeri dan Persekutuan, sangat dialu-alukan, bahkan tepat pada masanya.
Beliau menyeru penjawat awam untuk mengambil langkah proaktif disegi pemantapan modal insan dan kepakaran agar tidak tertinggal jauh di belakang seiring dengan keperluan dan kehendak zaman yang serba sofistikated pada abad ke-21 ini.
“Sebagai jentera kerajaan, penjawat awam juga adalah tunjang dalam sistem pentadbiran sesebuah kerajaan. Berpandukan kepada etika kerja berhemah dan berintegriti, tugas penjawat awam ialah menyampaikan perkhidmatan kepada rakyat berpandukan prinsip “to serve the government of the day.” Untuk itu, hubungan baik dan akrab antara penjawat awam dengan pimpinan Kerajaan perlu terus dipelihara dan diperkukuh,” katanya
Ini bagi menjamin keteguhan pentadbiran dalam memastikan kelancaran dan keberkesanan pelaksanaan dasar-dasar Kerajaan demi kelangsungan kemajuan dan pembangunan ke arah membentuk negeri yang aman makmur dan rakyat yang sejahtera, katanya.
Dalam konteks pembangunan modal insan, katanya, Kerajaan Negeri melalui Hala Tuju SMJ, bukan sahaja menumpukan ke arah bidang pendidikan dan pemantapan kemahiran, tetapi juga turut memperkukuh Perkhidmatan Awam Negeri melalui pelaksanaan Sistem Saraan Perkhidmatan Awam (SSPA) mulai 1 Disember 2024.
Dengan unjuran penambahan perbelanjaan sebanyak RM150 juta, penjawat awam negeri dapat menikmati 7 peratus hingga 15 peratus kenaikan gaji secara berfasa pada 2024 hingga 2026 mengikut kumpulan perkhidmatan.
Beberapa pemberian bantuan khas khusus turut diluluskan dan pada tahun ini, penjawat awam negeri Sabah telah menerima keseluruhan bantuan khas minimum RM4,000, iaitu sebanyak sebulan gaji atau minimum RM3,000 pada Januari 2025, bantuan khas Hari Raya Aidilfitri sebanyak RM500 dan bantuan khas Pesta Kaamatan sebanyak RM500.
“Ini menjadikan jumlah yang tertinggi dalam sejarah pemberian bantuan khas kepada penjawat awam sebagai manifestasi penghargaan Kerajaan atas komitmen tinggi penjawat awam,” katanya.
Kerajaan juga telah memperkenalkan Insentif Percutian (i-Cuti) bagi menghargai khidmat bakti penjawat awam yang telah berkhidmat selama dua dekad atau lebih pada tahun 2024.
Setakat tahun ini, seramai 7,872 orang pegawai Kumpulan Pelaksana, 824 orang pegawai Kumpulan Pengurusan dan Profesional, dan 61 orang pegawai Kumpulan Pengurusan Tertinggi layak menikmati insentif ini dengan unjuran kos keseluruhan sebanyak RM17.7 juta, katanya.
Hajiji berkata perkhidmatan awam Negeri akan diperkasakan lagi dengan persetujuan daripada Kerajaan Persekutuan untuk mempertimbangkan penaiktarafan 5,537 jawatan sementara dan kontrak, kepada jawatan bertaraf tetap secara berfasa.
Beliau berkata pada Oktober lalu, semasa membentangkan Bajet Nasional 2026, Perdana Menteri telah mengumumkan pemberian khas RM500 kepada penjawat awam Persekutuan yang akan diberikan sebelum menjelang Hari Raya Aidil Fitri pada awal tahun hadapan.
“Insya Allah, Kerajaan Negeri Sabah akan turut memberikan insentif serupa dalam Bajet Negeri 2026 nanti, malah kemungkinan besar lebih sedikit daripada angka tersebut! Namun, bergantung juga kepada kemampuan dan keupayaan Kerajaan.
“Mudah-mudahan Kerajaan ini beroleh mandat yang baharu daripada rakyat, supaya dapat kita pertimbangkan jumlah pemberian khas itu. Malah lebih penting lagi, supaya dapat kita meneruskan khidmat bakti demi kesinambungan segala program pembangunan yang sedang rancak berjalan sekarang, insya Allah,” katanya.

KOTA KINABALU: Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said the strong support and commitment of civil servants have been instrumental in the successful implementation of the Hala Tuju Sabah Maju Jaya (SMJ) 1.0 development plan throughout his five-year leadership of the Sabah State Government.
“In the past five years, I have led the State Government with the support and cooperation of both State and Federal civil servants. It has been an extraordinary yet very meaningful experience for me.
“Before this, I only led a ministry, but for the past five years, I have led an entire government. It was a very, very interesting experience, which I will cherish forever,” he said at the Sabah Civil Service Convention held at the Sabah International Convention Centre (SICC) today.
According to him, the State and Federal civil service in Sabah has generally functioned well, even though it has occasionally faced challenges, pressures, and uncertainties.
“Especially here in Sabah, we have gone through political instability, the threat of a pandemic, and other challenges beyond our control, such as global economic uncertainty and climate change, which can affect our performance, roles, and daily lives,” he said.
“May the strong foundations we have built under Hala Tuju SMJ 1.0, which continue to strengthen, allow us to achieve even greater success under Hala Tuju SMJ 2.0, which awaits implementation,” he said.
In the past five years, Hajiji said he had visited all ministries, including their respective departments and agencies.
“The feedback and complaints I received were not always positive. Of course, there were Assemblymen, Community Development Leaders (PPM), Village Chiefs, and grassroots leaders who regularly submitted reports.
“That’s why I say, over the past five years, there were things I was very satisfied with and others that were disappointing. But that’s normal — as a leader, we always expect the best from our subordinates,” he said.
Meanwhile, he said that the large-scale convention held in conjunction with World Quality Day, which involved both State and Federal civil servants, was timely and highly welcomed.
He called on civil servants to take proactive steps in enhancing human capital and expertise so as not to fall behind the demands and needs of this sophisticated 21st-century era.
“As the Government’s machinery, civil servants are also the backbone of the administrative system. Guided by ethical and integrity-based work principles, their duty is to deliver services to
the people based on the principle of ‘to serve the government of the day.’ Therefore, a strong and cordial relationship between civil servants and government leaders must be continuously nurtured and strengthened,” he said.
This, he said, ensures stable governance, smooth and effective implementation of government policies, and sustained progress and development toward a prosperous state and the well-being of its people.
In terms of human capital development, Hajiji said the State Government, through the Hala Tuju SMJ framework, focuses not only on education and skills enhancement but also on strengthening the State Civil Service through the implementation of the State Civil Service Remuneration System (SSPA) starting December 1, 2024.
With an estimated additional expenditure of RM150 million, State civil servants will enjoy a phased salary increment of 7 per cent to 15 per cent from 2024 until 2026, depending on their service group.
Several special assistance packages have also been approved. This year, state civil servants have received a total minimum special assistance of RM4,000, comprising one month’s salary or a minimum of RM3,000 in January 2025, RM500 for Hari Raya Aidilfitri, and RM500 for Kaamatan Festival.
“This marked the highest amount of special assistance ever given to civil servants, reflecting the Government’s appreciation of their strong commitment,” he said.
The Government has also introduced the Vacation Incentive (i-Cuti) to recognise the service of civil servants who have served for two decades or more by 2024.
As of this year, a total of 7,872 officers from the Support Group, 824 from the Management and Professional Group, and 61 from the Top Management Group are eligible for this incentive, with an estimated total cost of RM17.7 million.
Hajiji added that the state civil service will be further strengthened pending the Federal Government’s agreement to consider upgrading 5,537 temporary and contract positions to permanent posts in phases.
He said that in October, during the presentation of the National Budget 2026, the Prime Minister announced a special payment of RM500 for Federal civil servants, to be distributed before Hari Raya Aidilfitri early next year.
“God willing, the Sabah State Government will also provide a similar incentive in the State Budget 2026 — and possibly even a bit higher! However, this will depend on the Government’s financial capacity.
“Hopefully, this Government will receive a fresh mandate from the people so that the special incentive will be considered. More importantly, so that we can continue our service and the ongoing development programmes that are currently progressing well, God willing,” he said.
